Mallows<\/em> present the importance of member states designing effective basic skills policies to ensure access to the\u00a0<em>Upskilling Pathways<\/em>\u00a0for all members of society with special care in adults aiming to vocational qualifications at\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/European_Qualifications_Framework\" target=\"_blank\" rel=\"noreferrer noopener\">EQF Level 3 or 4<\/a><\/p>\n\n\n\n<p>D. Mallows concludes that <em>&#8216;If we design adult learning with a predefined, inaccurate, and disrespectful understanding of the \u2018low-skilled\u2019 we should not be surprised if they fail to engage.
